In a standard situation, world transfers do cost a fee, but if they add or move servers around there is always a free transfer period for the affected. Now if you have friends on Balmung that are wanting to play with you, you guys can set up a cross-world linkshell so you can still talk to each other even when you're on different servers. And again: world visit will let you play together until you can transfer over. As for transfers: no one knows when Balmung will open from Congested status.
