Needs more dex to wield, but you're probably going for a dex or a dex/arc build anyway. It was good enough that the 3 hours I played with it I never died once so take that for what it's worth.

Both are useful in different scenarios, whips can stagger and stunlock really well and have higher range while peeler has higher dps/bleed proc and aoe. But if you had to choose one set peeler is usually the go to bleed weapon. Personally tho, I would do 2x whips even if it might be weaker.
Looks like they count Eleonora's Poleblade as an S-tier arcane weapon... and I honestly don't see why. It felt pretty underwhelming due to its low damage output and blood buildup(it has like 57 buildup on +6 while godskin poleblade+7 is 87). Its weapon art is decent and good at staggering but too slow IMO. I'm 40 Dex and 27 Arcane now.
Stitcher is predominately thrusting whereas epee has some slashing in it's moveset. That's about it as far as I know. Personally I prefer the stitcher for looks and moveset. Rivers is only good for its art. The weapon art and reach make up for the lower stats imo. For godskin in particular id use peeler + any other bleed twinblade and rely on jump attacks for the 4x bleed procs. Elenaors polearm springs to mind. That ash of war is on godskin peeler, so feel free to use that. Radagon is weak to fire damage and Elden Beast is weak to physical damage. Both have an insanely high Holy resistance and are immune to status effects. They are weakest to physical damage.
