The rule of p5 is ABF Always Be Fusing There's rarely ever a skill you want to keep a persona around for to max fully, and you can always fuse together the personas original form to rank it up faster in mementos or once you max the confidant.

This is really useful. If I'm correct, by Okumuras in vanilla, you have the gallows. You can use personas to strengthen Shiki-Ouji to at least 30. Another persona like this is Arahabaki. He repels gun and physical instead of null. He can be found in Okumuras palace.
