So double check you have set the governor properly. Very common to find one set backwards. If the problem still persists then the governor could very well be broken inside the engine. Open your bypass valve using the drive release levers located at the rear of your zero-turn. Start your mower, increase the throttle at a fast idle, and release the parking brake. Move the drive levers forward and then reverse 6 times to remove air from the system. Close the bypass valve and repeat the process.
