The template for a 15 ft cone is a triangle shape 15 ft (3") from tip to base and 15ft (3") wide at it's end. You can angle the triangle template any way you want, and any square/model it touches is affected by it. 5e no longer specifies cone angles because it simplified those away, all 5e cones are triangles with 3 equal sides when looking from the top. So a 15 foot cone is placed on the grid as a triangle with three 15 foot sides. One of the corners must originate from the point of origin, and you can rotate it around that however you'd like. But just so people understand, this does not match the 5e rule for cones. The rule is that the cone's width at a given point along its length is equal to that points distance from the point of origin. That is a very wide cone.
