Lutron diva wiring

The only problem is when the physical switch turns the power off, the Lutron Caseta Diva switch cannot turn the power back on. I must have something wrong with my wiring, and I'm thinking the problem must be at the mechanical switch side. I did cap two black wires together with the yellow jumper wire to the switch like the 3 way instructions say.
