Meta is not only to ignore carriers, but if you have them anyway, to never build carrier CAS. This comes from a viewpoint that destroying the enemy navy is the only point. That is, of course, important. But there's also the period after you've done that. Swapping out the NAV for CAS, partially or totally, gives those carriers something to do.
